  • All information provided in the Grant Budget section is a request. There are no guarantees for funding. Funding may be partial. Please provide items in order of priority and NEED. Items MUST be justifiable for the needs listed above for threats and hazards. 

  • Grant Funded Personnel Services: Full-Time Personnel

    Full-Time Personnel awarded and funded with grant funds are required to be 100% dedicated to grant program activities and not general agency support. Position will require payroll, activity sheets, and payroll schedules for documentation purposes. Agency is not guaranteed for funding of additional years and should be prepared to continue full-time personnel, when funding is not available.

    Overtime Hours are only allowable for grant related activities and are not general agency support. Overtime hours will require payroll; activity sheets and payroll schedules for documentation. Agency is not guaranteed for funding of additional years.

    All equipment must be on the FEMA Authorized Equipment List (AEL). AEL can be found at https://www.fema.gov/grants/tools/authorized-equipment-list. Equipment MUST be for grant related programs and activities. Equipment is not agency general use equipment.

  • Grant Funded Commodities/Supplies

    All grant funded commodities/supplies MUST be for grant related programs and activities. Supplies are not for agency general use. Items should only be requested for the use during the period of performance.

  • Grant Funded Contractual Services:

    Contractual Services are allowable for grant related programs and activities. Contractual Services should be planned for (1) one year of services to be used during the annual period of performance. Agency is not guaranteed funding for additional services. Agency should be able to continue services if grant funding is unavailable.

  • Grant Funded Training/Travel:

    Training and Travel are allowable for grant related programs and activities. Training and Travel should only be requested for those participating in grant funded activities. Full-time Personnel is allowable and should be the highest priority. MOHS will consider other potential staff for training/travel. Agency is not guaranteed funding for additional services. Agency should be able to continue services if grant funding is unavailable.

    Construction is only allowable for grant-related programs and activities. Construction is not for agency building, remodifications and or renovations of current infrastructure. All construction costs must be reviewed and approved by FEMA and will require extensive EHP review and approvals before work can begin.

  • Has the Agency administration remained unchanged during the 2025 grant year? For example: (Chief, Sheriff, SGA, Financial Officer, Program Staff)*

  • Agency Audit:

    Non-federal organizations, which expend $1,000,000.00 or more in federal funds a fiscal year, will be required to have an audit performed in accordance with 2CFR Part 200, Subpart F. Applicant MUST provide a copy of their latest audit report, if Applicant meets the funding threshold. Attach a copy of the latest audit to this application.

  • NIMS Compliance

    As part of the Grant Application process, each agency MUST provide a copy of the NIMS Compliance certifications. This includes NIMS Certifications for 100, 200, 700, & 800 for one (1) member of the Agency. If a member of the agency needs to complete this training they can go to https://training.fema.gov/nims/ . Documentation MUST be attached at the time of application submission.
